"Parenthood" zero-rate loan 2027: the measure under debate that could bring families back to houses

A baby is on the way, another bedroom is needed. The 2027 budget wants to help these families buy. Nothing is voted yet.

A birth is often what prompts a couple to look for somewhere bigger. The government wants to build on that moment with a zero-rate loan reserved for young parents, included in the draft 2027 budget. The scheme does not exist yet and may change. But for anyone selling a family house, it is worth following closely.

What the draft budget provides

The 2027 finance bill creates what the press calls a "parenthood" PTZ (prêt à taux zéro, the French zero-rate loan). At the time of the loan offer, the borrower would have to show that a child is on the way or that they support at least one child under three. The main novelty: this loan would be open even to households that already own their main residence, whereas the zero-rate loan is currently reserved for those who have not owned one for two years. It could only be used once per beneficiary, subject to income conditions.

The text sets neither the loan amount, nor the income ceilings, nor the supporting documents, which are left to implementing regulations. The government relies on a survey by Insee, the national statistics institute: the birth of a child doubles the probability of moving home in the following four years.

€2.1bnannual spending cap on the zero-rate loan that the bill would abolish

Where the text stands

On 8 October, the National Assembly's finance committee adopted an amendment by MP Jean-Paul Mattei that went much further: a loan of up to €100,000, with no income conditions, open to parents of children under five. But the committee then rejected the whole first part of the budget: so it is the government's text that MPs are examining in plenary, without this amendment, which may be tabled again.

As of 22 October 2026, the "parenthood" zero-rate loan does not exist. The Assembly's vote on the first part of the budget has been postponed to 3 November; then come the Senate and the final vote, expected in December. No bank can grant this loan today, and its conditions may still change, or even disappear.

A fair price today, without betting on a law that has not been passed.

Today's zero-rate loan, for comparison

Since 1 April 2025, the zero-rate loan has financed the purchase of a new home anywhere in France, whether a flat or a detached house, and the purchase of an existing home with works in municipalities in zones B2 and C, where the works must account for at least 25% of the total cost. It covers 20 to 50% of the cost of the purchase depending on income and can only be issued until 31 December 2027. The government's text does not specify whether the "parenthood" loan would follow the same rules on zones and types of home.

The possible effect on house buyers

If the measure is adopted, the change will not come from first-time buyers, who are already eligible, but from parents who already own their home: the couple who sell their two-room flat for a house with a garden when a child arrives. With mortgage rates approaching 4%, an interest-free loan on part of the financing can mean tens of thousands of euros of interest saved over the life of the loan.

Example with figures: what an interest-free loan is worth

A fictitious case, for illustration only, as the actual amount has not been set. A couple borrow €300,000 over 25 years, of which €60,000 at zero rate.

Interest on €60,000 at 3.86% over 25 yearsabout €33,600
Interest on the same sum at zero rate€0
Saving for the buyerabout €33,600

Excluding insurance and with no deferral. The actual zero-rate loan may be deferred or shorter depending on income.

For a seller, this could mean more buyers able to afford mid-sized family houses: three or four bedrooms, a garden, close to schools. Very large houses will hardly benefit: today's families rarely look for eight bedrooms, as our article on the house too big for local buyers shows.

What to do if you are selling a family house

To doFollow the December vote

If the measure passes, a house well suited to families could see demand rise in 2027.

With cautionDo not inflate the price

Nothing has been voted, and a price set too high makes the listing go stale, whatever the measure.

To avoidPutting everything on hold

An empty property costs money every month; interest rates, meanwhile, keep weighing on buyers.

In the listing, highlight what matters to a family: bedrooms, garden, schools, transport, heating budget. If your house has been on the market for months without result, start with the real causes of an unsold house.
